Queensland's Deputy Police Commissioner says the arrest of a homeless man in Brisbane's Fortitude Valley has been referred to the Ethical Standards Command.
Surveillance footage shows police kneeing and punching Peter Willimae when he was arrested for drinking in a public place in March this year.
His lawyer says the incident indicates problems with police training and procedures in dealing with homeless people.
Deputy Commissioner Kathy Rynders has said training and procedures are constantly reviewed.
"On the surface there's certainly something for us to look at and as a result of that, there may be a full investigation conducted," she said.
"As an organisation we have a responsibility to ensure that our people are adhering to our code of conduct and that we treat people with respect."
