A move is being made in South Australia to revoke the non-parole term of convicted murderer Bevan Spencer von Einem.
He has served his 24-year non-parole period for the 1983 murder of Adelaide teenager Richard Kelvin.
The SA Government plans to use new laws that would classify von Einem as a dangerous offender to keep him behind bars.
Premier Mike Rann says the Crown Solicitor has been instructed to gather evidence to support an application to the Supreme Court.
"My view is that von Einem must never be allowed out of jail and that's exactly why we passed this kind of legislation and we make absolutely no apologies for passing this law and we make no apologies that von Einem will be the first test case," he said.
